help another feeding woe

advice needed on feeding for the past few weeks Addy has started to take less and less of his formula milk i've started giving him his calcium in other ways so that he does'nt miss out on the stuff that is in formula milk plus i spoke to the HV and she suggested that becaue Addy is over 6 months it would be ok to give him cows milk in with say his cereal make pudding etc does anyone have any advice on what i should do about his formula he is only taking now 2 x 7oz bottles a day i can't get him to take any thing else he'll take water and juice during the day but if you try to give him milk he will turn his head away he eats very well having breakfast of porridge a big bowl of lunch and diiner and most of the time a dessert after
I even tried giving him a bottle before i give him proper food but he just won't touch it i've tried it in a cup / bottle all sorts he will take it at night and during the night he will take a few ounces shpould he wake
is it safe to give cows milk to baby's before 12 months both my mum and my mother -in law she said DH was bought up on it and my mum said that my 2 brtohers were i'm getting worried that he is'nt taken enough and the health visitor does'nt seam bothered
